- Mix filling: Beat cream cheese, 2 tbsp sugar, and 1/2 tsp vanilla until smooth.
- Freeze filling: Scoop teaspoon-sized mounds onto parchment. Indent center and add caramel. Freeze 1 hour.
- Make dough: Cream butter and sugars. Add egg and vanilla. Mix in dry ingredients.
- Assemble: Flatten dough, place frozen filling in center, and seal dough around it.
- Bake: Bake at 350°F (175°C) for 10-12 minutes until edges are golden.
